JAXPORT has an unpaid, appointed seven-member Board of Directors which provides policy guidance for the Authority. Four Board members are appointed by the Mayor of Jacksonville and three members are appointed by the Governor of Florida. Board members serve four-year terms and may be appointed to one additional term.
Board members meet once per month, and meetings are open to the public.

David G. Kulik, Board Chairman Global CEO/Vice Chairman, CEVA Logistics JAXPORT's current Board Chair, David Kulik, has extensive experience in the transportation and logistics industries. Mr. Kulik recently retired from CEVA Logistics where he served as Global CEO from 2006 through 2008 and Vice Chairman until his retirement. From 2003 until late 2006, he was the Group Managing Director for TNT Logistics globally, and served on the Board of Management of its parent company, TNT NV. From 1994 until 2003, Mr. Kulik was CEO of Jacksonville, Florida-based TNT Logistics NA (previously known as CTI Logistx). Mr. Kulik was appointed to JAXPORT's Board of Directors in 2007 to a four-year term.

L. Buck Fowler, Vice Chair Entrepreneur For more than 20 years, Mr. Fowler owned and managed a Jacksonville business involved with the manufacture and distribution of industrial products to the chemical and paper industries in the Southeast. He is also a retired corporate tax attorney admitted to practice law in Florida and the District of Columbia. Mr. Fowler currently serves on the Board of Trustees of Jacksonville University and the Board of Trustees for the Florida House, a non-profit organization providing cultural, social, educational and economic resources in Washington, D.C. Mr. Fowler was appointed to JAXPORT's Board of Directors in 2007 to a four-year term.

Reginald Gaffney, Secretary President / CEO, Community Rehabilitation Center A graduate of Florida A&M University, Mr. Gaffney has spent most of his career in the mental-health services field. In 1993, he helped to establish the Community Rehabilitation Center in Jacksonville’s Northside. Since that time, the Center has assisted thousands of consumers in Duval, Nassau and Clay counties by providing comprehensive, multicultural mental health, substance abuse, and HIV/AIDS services and programs. Mr. Gaffney was appointed to JAXPORT's Board in 2008 to a four-year term.

Herschel Vinyard, Jr., Treasurer Vice President, Atlantic Marine Holding Company Mr. Vinyard has served as the Vice President of Atlantic Marine Holding Company since 1999. An active leader in a number of legal, business and maritime-related professional organizations, Vinyard has served on the Shipbuilders Council of America, Maritime Transportation National Advisory Council, First Coast Manufacturer's Association, Leadership Florida Class of 2005-2006, Leadership Jacksonville Class of 2007-2008, Jacksonville Regional Chamber of Commerce and Manufacturers Association of Florida. Mr. Vinyard was appointed to JAXPORT's Board of Directors in 2008.

Stephen D. Busey, Member Chairman, Smith Hulsey and Busey Mr. Busey is Chairman of Smith Hulsey & Busey and past chair of the business law section of The Florida Bar. Mr. Busey garnered international recognition for his work on two major Jacksonville bankruptcy cases - Winn-Dixie and The Charter Company. Busey also chairs Smith Hulsey & Busey's litigation department, which was ranked number one in Jacksonville in the 2009 edition of Best Lawyers in America. He serves on the boards of several educational institutions, and also as a commissioner for the Jacksonville Waterways Commission. Mr. Busey was appointed to JAXPORT's Board of Directors in 2009.

James P. Citrano Member Managing Director, CB Richard Ellis Mr. Citrano is Managing Director of the Jacksonville office of CB Richard Ellis, a position he has held since 1997. Prior to joining CB Richard Ellis, Mr. Citrano served as Vice President of Gate Riverplace at Gate Petroleum. In a real estate management career spanning almost 40 years, he has also held senior management positions with St. Johns Place Development Company, The Haskell Company and J.A. Jones Construction Company. Mr. Citrano is also a United States Marine Corps veteran. He was appointed to JAXPORT's Board of Directors in 2010 to a four-year term.

Joe York Member Vice President of Legislative Affairs, AT&T Florida Mr. York serves as Vice President of Legislative Affairs for AT&T Florida. His work with state government has resulted in legislation fostering greater competition and new investments into the Florida economy. From 2002 to 2005, Mr. York served as the Regional Director of Corporate and External Affairs for BellSouth of Central Florida. Before joining BellSouth, he was a Partner in Arnall & York, a Jacksonville, Fla.-based firm specializing in governmental affairs. He has also served as Chief Aide in the Florida Legislature. Mr. York was appointed to JAXPORT's Board of Directors in 2010 to a four-year term.
