Board of Directors
JAXPORT has an unpaid seven-member Board of Directors which provides policy guidance for the Authority. Four members are appointed by the Mayor of Jacksonville and three members are appointed by the Governor of Florida. Members serve four-year terms and may be appointed to one additional term. Retired Real Estate Management Professional
James Citrano retired in 2013 as Managing Director of the Jacksonville office of CB Richard Ellis, a position he had held since 1997. Prior to joining CB Richard Ellis, Mr. Citrano served as Vice President of Gate Riverplace at Gate Petroleum. In a real estate management career spanning almost 40 years, he has also held senior management positions with St. Johns Place Development Company, The Haskell Company and J.A. Jones Construction Company. Mr. Citrano is also a United States Marine Corps veteran. He was reappointed to JAXPORT's Board of Directors in 2013 for a second four-year term.
Retired CEO/President, Atlantic Marine Holding Co, LLC
Ed Fleming retired in 2010 as CEO/President of Atlantic Marine, after a 32 year career in the maritime industry. Mr. Fleming continues to participate in the local maritime community as a member of the board of the Jacksonville Marine Transportation Exchange and the Jacksonville Waterways Commission, in addition to consulting in the industry. Mr. Fleming’s past affiliations include president of the Propeller Club, Port of Jacksonville and serving on the board of the National Shipbuilding Research Program and First Coast Manufacturers Association. He was appointed to the JAXPORT Board of Directors in January 2014.
President, Drummond Press
John Falconetti has been the President of the Drummond Press since 1989. He has served on the Jacksonville Library Board, the Jacksonville Aviation Authority from 2005 to 2008 and was member of the board of directors of Enterprise Florida from 2007 to 2011. Mr. Falconetti has been a member of the Jacksonville Downtown Rotary Club since 1995, a member of the Jacksonville Chamber of Commerce’s board of governors from 2007 to 2009 and a member of the Printing Association of Florida from 2006 to 2008. Mr. Falconetti was appointed to JAXPORT's Board of Directors in 2011 to a four-year term.
Executive Chairman, FRP Holdings, Inc.
John Baker is Executive Chairman of FRP Holdings, Inc., a successor to real estate company Patriot Transportation Holding, Inc., where he served as President and Chief Executive Officer from 2008-2010 and Executive Chairman from 2010-2015. Prior to joining Patriot, Mr. Baker was President and Chief Executive Officer of Florida Rock Industries, Inc. He maintains volunteer leadership roles in several community educational organizations including Tiger Academy, KIPP School Jacksonville, Edward Waters College and the YMCA of Florida’s First Coast. Mr. Baker also served as Co-Chair of the Jacksonville Port Task Force and was appointed to the JAXPORT Board of Directors in October 2015.

Senior Pastor, The Sanctuary at Mt. Calvary
Dr. John Newman is Senior Pastor of The Sanctuary at Mt. Calvary in Jacksonville, Fla. Dr. Newman has addressed congregations around the globe and has provided leadership and inspiration to businesses on a local, national and international scale. He serves as the U.S. lead pastor for 60 churches located in Kenya and Uganda, and he has served on the boards of the National Baptist Convention of America, Cornerstone (JAXUSA Partnership), Jacksonville Urban League, Mayor’s councils, and the Sheriff’s Advisory Board. Dr. Newman was reappointed to JAXPORT’s Board of Directors in October 2015.
President, AT&T Florida, Puerto Rico & U.S. Virgin Islands
Joe York serves as President, AT&T Florida, Puerto Rico & U.S. Virgin Islands. His work with state government has resulted in legislation fostering greater competition and new investments into the Florida economy. From 2002 to 2005, Mr. York served as the Regional Director of Corporate and External Affairs for BellSouth of Central Florida. Before joining BellSouth, he was a Partner in Arnall & York, a Jacksonville, Fla.-based firm specializing in governmental affairs. He has also served as Chief Aide in the Florida Legislature. Originally appointed to the Board in 2010, Mr. York was reappointed to a second four-year term ending in 2017.
President, bestbet Jacksonville
Jamie Shelton serves as President of bestbet Jacksonville. He joined the organization in 2009 as the Chief Financial Officer. Previously, Mr. Shelton was Vice President, Real Estate Accounting & Risk Management for Jacksonville-based Regency Centers. Mr. Shelton currently serves on the Board of Trustees of Jacksonville University and the Board of Directors of the JAX Chamber and the Jacksonville Sports Council. He is also a member of the Jacksonville Civic Council. Mr. Shelton was appointed to JAXPORT’s Board of Directors in August 2016.
