GENERAL SUMMARY OF SCOPE – The Jacksonville Port Authority (JAXPORT) is seeking a qualified and licensed company to provide all supervision, labor, material and equipment to complete GROUNDWATER RECOVERY SYSTEM OPERATIONS AND MAINTENANCE SERVICES for the former Armour Fertilizer Facility (currently occupied by Southeast Toyota Distributors and Seaonus Stevedoring, LLC), located at Talleyrand Marine Terminal (TMT), Jacksonville FL 32206.  Proposed Operation and Maintenance Service Fees must include all cost associated with performing the scope of work to include, but is not limited to, groundwater recovery system monitoring, FDEP/JEA regulatory sampling, effluent reporting services, and specific tasks according to the schedules as outlined in the specifications. All employees assigned to work under this contract will be required to have a TWIC Badge for access to certain areas of the Port and its Marine Terminals.  This is an evaluated contract and will be awarded to one (1) Proposer receiving the highest number of points for the initial period of three (3) years starting November 1, 2023 through October 31, 2026 with an optional two (2) additional, one (1) year renewals made at the sole discretion of JAXPORT and based on vendor performance. Therefore, the purpose of this Request for Proposal (RFP) is to request information about your abilities to provide these services exactly as specified and to obtain a pricing commitment.

PRE-PROPOSAL CONFERENCE / OPTION SITE VISIT – A Pre-Proposal Conference will be held at 10:00 AM (EST) on TUESDAY, AUGUST 15, 2023. An optional site visit of the former Armour Fertilizer Facility at TMT will be scheduled on a per request basis.

QUESTIONS DEADLINE – The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through E-Builder is MONDAY, AUGUST 21, 2023 at 9:00 AM (EST).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the E-Builders website.

PROPOSAL DUE – before 2:00 PM (EST), on WEDNESDAY, SEPTEMBER 6, 2023.  Proposals and all required supplemental material listed in Article III (items to be submitted with Proposal Form) must be electronically submitted in PDF format only and uploaded into E-Builder. JAXPORT no longer accepts any proposals/bid packages submitted by Email, Fax, Mail or Hand-Deliveries.
